Figured out how to fix it
used this to unzip it

You must be registered to see the links

after you download that you need to change the display language for non-Unicode programs

You must be registered to see the links

after you change that restart computer
then use the unzipper to unzip the program
should be good to go

you need to extract the zip using japanese name encoding. in winrar under the options tab > name encoding > 932 japanese shift-JIS. it'll fix the file name to proper japanese character. maybe you need to download japanese language pack too

Then buy pair tuxedo for 16k

Then go to the upper right house

And guard will ask permit

After that back where there is lot of box... Go naked there and get BJ from him u will get permit

Use tuxedo again and come to house represantive

U can dress AS u like when u already in

Go to sauna ask the upper right oldman to versus who is have big pennis

After that ask Cook helper on loker upper left and help chef on middle and go to storage

After beat tentacle story end

No idea which software you are using. But every unzip tool should hv this Text / filename Encoding setting.
Search through option / setting. Choose "Japanese", or write "932" if it's a custom box
